Phil Troyer was born in LaGrange County in 1964. His father, Jim, worked in the mobile industry for 30-plus years, and his mother, Barbara, was the Director of the Elkhart Beauty College. Phil has a brother, Jimmie, who owns Paradise Pools in Goshen with his wife, Dorothy.

Phil attended elementary school in Etna Green, Bourbon, and Shipshewana. He graduated from Westview High School in 1982, where he served as Student Council President, Campus Life President, Yearbook Editor, and National Honor Society Treasurer. He also earned letters in basketball, cross country, tennis, and track.

Phil has a bachelor's degree in political science from DePauw University, where he was elected President of Delta Upsilon fraternity which was named the "Most Outstanding Chapter" in the country under his leadership.

Phil began working on political campaigns as a senior in high school. He was Congressman Dan Coats' Regional Director for LaGrange County and canvassed door-to-door for State Representative candidate Brad Fox. Phil served as a summer intern for Congressman Coats as a college student and, while in Washington, was offered a job with Jim Eynon for Congress in Indianapolis.

Phil later accepted a position with Congressman Coats' Capitol Hill staff. He initially served as a Legislative Assistant but later took over the additional responsibilities as Press Secretary. He stayed in the press office when Coats was asked to fulfill the remainder of Vice President Dan Quayle's Senate seat. However, Coats later asked Phil to return to Fort Wayne to manage the northeast Indiana district office for himself and Senator Richard Lugar.

Phil resigned his position to file his candidacy for the 4th District congressional seat in 1988 but dropped out of the race to manage Rick Hawks' campaign. After the race ended, Phil worked for his father's mobile home set-up crew until beginning law school. Phil filed for the seat again in 1990 as a first-year law student but was not able to devote much time or attention to the race and finished second in the primary.

Since graduating from law school, Phil has worked as a partner with the firm of Boeglin & Troyer, P.C., as Associate General Counsel for The Medical Protective Company (a medical malpractice insurer owned by Berkshire Hathaway), and currently serves as General Counsel for NRP Financial, Inc., a securities broker-dealer whose parent company was recently named the second fastest growing privately-held company in the country by Inc. magazine.

Phil met his wife, Tracy, in law school, and she is a partner with the law firm of Boeglin, Troyer & Gerardot, P.C. Their daughter, Kate, is a fourth grader at Canterbury.

Phil was baptized at Shore Mennonite Church while in college, and his family attends The Chapel in Fort Wayne.
